According to RoadSnacks.com, St. Cloud makes the list due to the fact that the city has the sixth most people living below the poverty level of all 141 locations in the state with 5000+ residents. They explain that Waite Park's big issue is unemployment; seventh highest in the state.

According to their report, Brainerd has the lowest median income in the state, which leads to the highest poverty rate. Low pay + lack of jobs = top spot on the list.
