What's the most underrated city in each state?

Some choices were odd. Sacramento? California's capital is is among the highest in the nation for violent crime. But whatevs.

The most "underrated" city in Minnesota is Duluth. The city's breweries, food, and epic views are well-known to Minnesotans, but apparently not to Others. So it's underrated. Mmmkay.
